December 9, 2019

The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present was Kelly McCann, Township Clerk and Roger Johnson, Treasurer. Absent was David Meyers, Township Attorney .The meeting was opened with the Pledge of Allegiance.

Treasurer’s Report: Roger Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously.

Sheriff’s Report: Captain Bob Stangler reported on the November statistics for Palmer Township. The records management service has not yet been corrected therefore the numbers are not accurate. Captain Stangler did report that there was one theft, one crash with injury and one damage to a mailbox during the month of November. Traffic stops, citations and accidents are unable to calculate at this time.

Road Maintenance/Signs: Property owners at 11609 42nd Street removed the metal post in the ROW as requested. A letter was also sent to residents at 4480 115th Ave requesting removal of metal posts placed in the right of way. The homeowners have been in contact with the supervisors and stated they are currently frozen into the ground but agreed to have them removed if able. Chairman Ganz stated that there are residents who are plowing the snow from their property across the road which is against Minnesota State Statute. A reminder has been placed on the website. Captain Stangler has a form letter regarding the state statute that can be given to the homeowners who are violating the statute as a reminder. He will bring extra copies to the town hall for distribution when needed. Chairman Ganz requested that Penny from the Citizen Tribune check to see if a notice has been placed in the citizen regarding snow plowing across the road in which she agreed to do.

John Herbst reported that there is a cable hanging low on 114th street on the east side of Rush Lake which his plows cannot safely drive under. Supervisor Larson will find out who the cable belongs to and request it be moved. There has been a request for more salt and sand in Cedar Point during snow events. Chairman Ganz reported that a driveway has been put in on 49th and 50th without a permit. Chairman Ganz will find out who owns the property and contact them regarding the driveway.

Final payment has been requested by Mid-Minnesota Hot Mix for the completion of Cedar Point Improvements in the amount of $6205.87. Supervisor Demueles questioned if a retainer has been deducted from the final payment until a final inspection can be made in the spring. He will contact Otto Associates to review the contract and payment agreements. Chairman Ganz made a motion to approve the final payment request pending discussion on the retainer with Otto Associates. Supervisor Demeules seconded and the motion carried.

Fire Department: Craig Miller reported on the monthly call report dated 11/11/19 - 12/9/19. There were a total of 12 calls for the fire department, 4 of which were for Palmer Township. All were medical calls. There were 2 mutual aid calls which were both canceled enroute. There were a total of 198 calls for 2019. Chairman Ganz would like to say a special Thank You to the Clear Lake Fire Department for all their efforts during the search for Ethan Haus. The Community is very grateful for all the participation and cooperation from everyone.

P.E.C: Nothing to report

Park Report: Chairman Ganz reported he has begun grooming the ski trails at the park.

Lake Association: Supervisor Demeules reported that Ice Day is scheduled for February 2, Fireworks are scheduled for July 3rd and the boat parade is scheduled for July 4th. The Christmas train was held on December 7 with 33 ATV's participating. It was recommended to start the train at the town hall next year instead of the park as there is more parking available and the final destination is Kinetski's. Juice Langowski has removed the grates from the spillway on Rush Lake per DNR request. The Lake Association will look into posting safety signs by the damn in the spring.

Approval of Minutes: Supervisor Larson made a motion to approve the November minutes as written. Supervisor Demueles seconded and the motion carried.

OLD BUSINESS: - Nothing to report


1 Estimates on Electric Boiler in the Fire Hall. Mitch Hoefer reported that there are 5 out of 9 heating elements that are burnt out and a shut off valve is leaking in the electric boiler located in the fire hall. An estimate was provided from Carlson Stewart for repair of the elements and valve along with an estimate to replace the entire boiler. The current boiler is 12 years old. Supervisor Demeules recommended looking into the price of changing over to natural gas versus electric. Roger will get price quotes on converting over to gas versus staying with electric.



Roger Johnson reported that Cummings will be here on December 17 to do the inspection on the generator.

Roger Johnson also requested that the April meeting be moved to April 6th versus our scheduled meeting on April 13th as he will be out of town. We will discuss further when the time gets closer.

Supervisor Demeules made a motion to approve claims #19289 through #19316, plus payroll for a total of $28,178.88 pending validation of the final payment to Mid Minnesota Hot Mix. Supervisor Larson seconded the motion and the motion carried.

Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded and motion was carried. Meeting adjourned at 8.04 pm.
