December 14, 2020
The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present was Kelly McCann, Township Clerk. Roger Johnson, Treasurer and David Meyers, Township Attorney were not in attendance. The meeting was opened with the Pledge of Allegiance.
Treasurer’s Report: Chairman Ganz read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously.
Sheriff’s Report: Chairman Ganz read the Sheriff’s report for November which was provided by Captain Stangler. There were 52 calls for service as compared to 65 in 2019 and 61 in 2018. There were 5 traffic stops and 1 offense charged by citation. There were no burglaries, thefts, crashes with injury, or crashes with property damage. There was one ATV violation, one call of gun shot heard, one DUI, and one parking violation. There were no further questions.
Road Maintenance/Signs: Chairman Ganz reported that there will need to be tar placed over the culvert on 90th Ave in the spring. John Schnell inquired about 109th Ave. Currently there is a house being built and due to the heavy trucks involved, 109th Ave is being damaged. John questioned if the township will be repairing the road when the house is complete. Chairman Ganz stated that the road is in need of repair and will be assessed in the spring. Chairman Ganz reported that due to the increased usage of the park and the increase in traffic volume in Palmer, he is requesting a speed study on County Road 6 between 47 ½ Street and 42nd Street to change the location of where the 30mph speed sign begins. He would like the 30mph speed to begin at 47 ½ Street. A resolution must be sent to Sherburne County to request a speed study to consider making a sign location change. Chairman Ganz made a motion to approve Resolution 2020-5 to requesting the speed study. Supervisor Demeules seconded it and the motion carried.
Chairman Ganz also reported he is currently working the Felix Schmeising and Sherburne County to get a lighted stop sign at the intersection of County Road 20 and County Road 3 to reduce traffic accidents. They are scheduled to meet in January.
Fire Department: Chief Ron Koren reported that the Clear Lake Fire Department had 11 calls from November 9th – December 14, 2020. Four of those calls were for Palmer Township all being medical. There were no further questions.
P.E.C: Nothing to report
Park Report: Chairman Ganz reported he spoke with a DNR officer who inquired if there are any Ordinances for Palmer Park. Chairman Ganz stated that we currently have park rules but no ordinances in place. Chairman Ganz will talk to our legal advisor as to whether or not we need to change our rules into ordinances for enforcement purposes.
Lake Association: Supervisor Demeules reported that the Lighted Train on the Chain was held on December 5th with approximately 30 entries participating. There was a lot of community participation along the route. There was no BLCA meeting this month due to COVID safety purposes.
Legal Comments: Nothing to Report
Approval of Minutes: Supervisor Demeules made a motion to approve the November minutes as written. Supervisor Larson seconded it and the motion carried.
1. Planning Advisory Reappointment. Chairman Ganz made a motion to reappoint Supervisor Demeules as the Palmer township representative on the Planning Advisory Committee for Sherburne County. Supervisor Larson seconded and the motion carried. Supervisor Demeules then made a motion to nominate Chairman Ganz as the alternate for the Planning Advisory Committee. Supervisor Larson seconded it and the motion carried.
2. Resolution – Designating polling place for Elections in 2021. Chairman Ganz read the proposed resolution to designate Palmer Township Hall as the polling place for Palmer residents in 2021. Chairman Ganz made a motion to approve Resolution 2020-4 designating polling place for 2021. Supervisor Demeules seconded it and the motion carried.
Supervisor Demeules reported for informational purposes that Sherburne County is in the process of amending a county zoning ordinance that currently states a contractor can have up to 30 vehicles in the lot at one time. The amendment would remove the number of vehicles and be replaced by verbiage pertaining to the individual IUP/CUP request.
The Local Board of Appeals and Equalization meeting has been tentatively set for April 13, 2021 at 9:00 am at the Palmer Township Hall.
Supervisor Demeules made a motion to approve claims #20296 - 20320, plus payroll, for a total of $24,895.52. Supervisor Larson seconded it and the motion carried.
Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded and motion was carried. Meeting adjourned at 7:36pm.
