The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present was Kelly McCann, Township Clerk and Roger Johnson, Treasurer. The meeting was opened with the Pledge of Allegiance.
Treasurer’s Report: Roger Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously. Roger reported that the money currently in the Fire Reserve Fund will be transferred into the Capital Improvement Fund next month.
Sheriff’s Report: There was no representation from the Sheriff's department at the meeting.
Road Maintenance/Signs: Road restrictions will start today. 50th Street and 26th street need repair. John Herbst recommended experimenting with chip and seal on these two roads as they are low volume roads. Craig Hart presented pictures of standing water on 54th Street in front of his house where the water is supposed flow into a holding pond. Chairman Ganz will contact Felix Schmeising and the engineers to discuss fixing the drainage issue.
Fire Department: Ron Koren reported there were 7 calls for Palmer Township from 2/10/20 - 3/09/20. Six were medicals and one was a faulty fire alarm. There were a total of 24 calls for the Clear Lake Fire Department, 3 of which were mutual aid. He reported that the Northern Metal Recycling fire in Becker counted as 3 calls as it lasted 3 days. Ice water rescue is scheduled for March 28th.
P.E.C: Roger Johnson reported that prices have increased for accepting appliances with refrigerant. We will increase the price for appliances, but will leave all other prices the same. Roger will place an ad in the Citizen two weeks prior to Palmer Clean Up day which will be held on May 2nd.
Park Report: Nothing to report.
Lake Association: Nothing to report
Legal Comments: Nothing to report
Approval of Minutes: Supervisor Demeules made a motion to approve the February minutes as written. Supervisor Larson seconded and the motion carried.
OLD BUSINESS: -
1. New Light Pole at entrance of the park: Palmer Township received a quote in the fall for placing a new light pole at the entrance of the park. The quote will expire at the end of the month. Chairman Ganz made a motion to accept the quote. Supervisor Demeules seconded and the motion carried. Chairman Ganz also stated he has contacted Sherburne County for a possible cost share on the light. The ROW needs to be clarified from the county in front of the park entrance prior to installation.
2. Roger Johnson reported he is continuing to get bids for the boiler in the fire hall.
NEW BUSINESS: Nothing to report
Paul Braun wanted to report to the town board that since the initial informational meeting in January regarding his IUP request for his gun training facility, he has received a significant amount of harassment both from social media and public driving on his property. He has contacted both law enforcement and legal representation. He is requesting that the town board have it on record that he is concerned for the safety of his family members on their personal property. The board acknowledged his concerns.
Chairman Ganz made a motion to approve claims #20049 - 20065, plus payroll, for a total of 14678.98. The claim for the light at the park was also approved and will be added to March claims. Supervisor Demeules seconded it and the motion carried.
Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded and motion was carried. Meeting adjourned at 7:46 pm.
