REGULAR MEETING

PALMER TOWNSHIP

MAY 10TH, 2021

The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present was Kelly McCann Deputy Clerk, Amy Bragelman Township Clerk, and Roger Johnson Treasurer. The meeting was opened with the Pledge of Allegiance.


Treasurer’s Report: Roger Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously. Money Market account from Mid-country Bank has matured and will change in June. Roger Johnson will look into other options.


Sheriff’s Report: Commander Stangler read the Sheriff’s report for the month of May in Palmer Township.

There were 115 calls for service as compared to 68 in 2020 and 85 in 2019. There were 10 traffic stops, 0 offenses charged by citation and 2 crashes with injury and no property damage. There were 1 burglary, no thefts, and no call for ATV/Boat/Snowmobiles. There were no shooting calls, no DUI’s, one parking violation and no property damage. Chairman Ganz discussed enforcing no wake ordinance. Commander Stangler will contact Kathy Heaney to determine if current ordinance can be enforced by the way it stands.


Road Maintenance/Signs: Chairman Ganz stated it is too cold to fix pot holes at this time. Road tour was completed and the consensus was that pot holes and new reflectors on stop ahead signs are at the top of the list. Chairman Ganz got bids on resurfacing Town Hall parking lots. Chairman Ganz discussed 2 bids one for PLM Striping and one for Jeff Rhodes. Bids included filling and router out cracks, seal coating and stripping of Town Hall and Fire Department. Steve Demeules made motion to go with Jeff Rhodes Chairman Mike Ganz Second Motion carried.


Fire Department: Captain Koren gave the monthly call report for the time period of 4/12/21 – 5/10/21 for Palmer Township. There was a total of 28 calls for the Clear Lake Fire Department. 14 of those calls were for Palmer Township, 10 being medical, 2 fires, and 2 auto accidents. Chairman Ganz is looking for bids from Overhead Doors to replace safety mechanism for Firehall doors. Chairman Ganz motion if the bid comes in under $3500, we will go through Overhead Doors. Steve Demeules second. Will Readdress in June


P.E.C: Roger Johnson reported that Palmer Clean-up Day is scheduled for May 22nd from 7:00 am – 12:00 pm will be posted in the paper on Saturday May 15th.


Park Report: Chairman Ganz stated that the candy shack is in need of roof repair, Ben Ackerman came with a quote from Archer Exteriors. Chairman Ganz is looking into replacing spring toys for park. Palmer ball is up and running with over 200 signed up. We will be getting more sand for around digger. Boyer Palmer Property is up for sale and the township is going to pass on the purchase at this time. Tennis court surveys were put out at Palmer Ball sign up we got 7 responses, Amy will be posting survey on Facebook BLCA page and in news paper for a greater response.


Lake Association: Steve Demeules reported that the lakes were treated on May 4th. There is money available for shoreline restoration it is a dual grant provided by Soil and Water and BLCA. June 11th is the BLCA picnic from 6:30 to 8pm at the Palmer Park with Ice cream and door prizes. Fireworks is to be held on July 2nd and the Boat Parade on July 3rd. The TLID received a $10,000 grant for spraying weeds. The docks and porta potties are in at the landings.


Legal Comments: Nothing to Report


Approval of Minutes: Supervisor Demeules made a motion to approve the March minutes as written. Supervisor Larson seconded it and the motion carried.


OLD BUSINESS:

1. Nick Musachio – Variance Request for 10’ in setback from the right of way for a septic system upgrade. PID #40-402-0015. Nick Muscachio was in attendance representing the family property. Supervisor Demueles stated that a ROW License agreement will need to be in place prior to any work done on the septic system. A license agreement has been drawn up by the township attorney which will need to be signed by all names on the title along with submitting a deposit for lawyer’s fees. Applicant was given all paperwork at the 4/12/21 meeting. The township has no issues with this request and will send comment to the county. Tabled until they contact the township because they didn’t show up.


NEW BUSINESS:

1. Chairman Ganz motion to approve for Amy Bragelman to be added to accounts at Sherburne State Bank along with Mike Ganz, Steve Demueules, Richard Larson, Roger Johnson, and Kelly McCann Steve Demeules Second.


2. Chairman Ganz motion for approval of Credit Card for new Clerk Amy, Steve Demeules to Second.


COMMENTS/QUESTIONS:

1. Chairman Ganz informed the public that the Wipper Gravel Pit is up for sale. It’s a 40-acre parcel valued at 145,000. The county is looking to find a place for residents to bring leaves and brush this may be an option.


Supervisor Demeules made a motion to approve claims #21086-21108, plus payroll, plus Connexus for a total of $10,688.67. Supervisor Larson seconded it and the motion carried.


Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded and motion was carried. Meeting adjourned at 7:45 p.m.
