October 14, 2019
The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present were Roger Johnson, Treasurer, and Susie Brown, Deputy Township Clerk. The meeting was opened with the Pledge of Allegiance.
Treasurer’s Report: Treasurer Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously.
Sheriff’s Report: Captain Stangler was not in attendance and Chairman Ganz asked for questions from the audience. Hearing none the meeting moved on to the next agenda item.
Road Maintenance/Signs: Mitch Hoefer reported that all signs are up to date. He patched a hole on the hill on 115th. He questioned if there was a warranty on that part of the road as he felt the tar was not very thick in that spot. Supervisor Ganz will look up depth what was done there. Jake Herbst reported that they have been fixing potholes and Supervisor Ganz asked him to blade 113th when he does the others. He reported the mowing went well. The deputy clerk was asked to check on the plowing contract and also who plows the joint streets with St. George Township and Santiago Township this year.
Chairman Ganz stated that the roads are in need of striping again. Two quotes on 29 miles of road, both with the fog lines and without were read. The quotes were both very high and it was decided to look at the roads on the road tour and make a decision on what roads really need to be done.
Craig Hart asked about 54th street. The plan is to get the dirt work done this year and the gravel put in.. The dirt on top of the hill will be moved so that the water from that area will run into the holding pond. Mr. Schmiesing will be working on his side of the road to also get the water running into the pond and not on the lake side of the road.
The new Cedar Point road is working out well. The issue at 5569 108th Ave. was addressed before the tar was laid down.
Fire Department: Matt Lunser gave the fire report for the month of September. He stated there were a total of 21 calls for the Clear Lake Fire Department. The calls for Palmer Township included 4 medicals and one fire alarm. There were no questions from the audience.
P.E.C: Nothing to report
Park Report: Mitch Hoefer reported that leaves were being worked on at the park. New towel holders need to be purchased for the park and the town hall. It was decided to get the least mechanical ones so that maintenance could be kept to a minimum. A lighting estimate was read for $4060.00 for a new light at the entrance to the park. The light would shine 200 feet in a half circle. Supervisor Ganz will talk to them again about where to place it and it will be done next spring. The Lions Building is on hold as they are having trouble getting estimates to build it yet this fall. The small shelter could be moved yet this fall. No motorized vehicles can be on the trails. Maybe that should be added to the sign of rules.
Lake Association: There will be a meeting on October 16, 2019 at 6PM with Sherburne Soil and Water to discuss water stabilization on the lakes. Unfortunately, the water is still up over the no wake ordinance.
Legal Comments: Nothing to report
Approval of Minutes: Supervisor Demeules made a motion to approve the September minutes as written. Supervisor Larson seconded and motion carried.
OLD BUSINESS: - Nothing to report
1 Matt Lunser came before the board to talk about his failing septic system. The only place he can put it is front of his house. Palmer Township has an additional 10 foot utility easement beyond the 33 feet ROW in this housing development. Supervisor Ganz will check with legal to see if a license agreement is necessary for this. Motion by Supervisor Ganz to give him access to our utility easement for his new septic system. Seconded by Supervisor Demeules. Motion carried.
2. Veterans Day is November 11th. We need to change our meeting. A motion was made by Chairman Ganz to move the meeting to November 18th. Seconded by Supervisor Demeules. Motion carried.
COMMENTS/QUESTIONS: Treasurer Johnson presented the board with a $2000.00 check from the Palmer Day Committee. Thanks was given by all the supervisors.
Supervisor Demeules made a motion to approve claims #19235 through 19263, plus payroll for a total of
$34,320.51. Supervisor Larson seconded the motion and the motion carried.
Chairman Ganz made a motion to adjourn. Supervisor Larson seconded and motion was carried. Meeting adjourned at 8:01 pm.
