REGULAR MEETING

PALMER TOWNSHIP

SEPTEMBER 13TH, 2021

The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present was, Amy Bragelman Township Clerk, and Roger Johnson Treasurer. The meeting was opened with the Pledge of Allegiance.

Treasurer’s Report: Roger Johnson read the balances from the Treasurer's report. Roger stated that he received a bill from Republic Services for the tune of 11,309.89. The bill was 4 months delinquent from Palmer cleanup day. The original bill was 751.74. Roger is in contact with Jeremy at Republic and Gabby with score grants to get this matter concluded. Chairman Ganz made a motion to approve the Treasurer’s Report. Supervisor Demeules seconded the motion. Motion carried unanimously.

Sheriff’s Report: Commander Stangler was not present, but sent an email of the Sheriff’s report for the month of August in Palmer Township. There were 106 calls for service as compared to 70 in 2020 and 77 in 2019. There were 34 traffic stops, 9 offenses charged by citation and no crashes with injury and no property damage. There were no burglaries, no thefts, and 1 boating contact and one ATV. There were one shooting complaint, one DUI, one parking violations and no property damage. Roger stated that he noticed that on Palmer Day, 9-11-2021, there were a number of side by sides that were unlicensed and unregistered. Chairman Ganz said he would pass the message on to Commander Stangler.

Road Maintenance/Signs: Chairman Ganz stated that shouldering of roads should be completed. Chairman Ganz brought up the property that has not been seeded on 118th and 59th court. The lack of yard is eroding the right-of-way. Deb Skwarek spoke about drainage issues to her cabin. She spoke with Soil and Water previously to possibly come up with a solution. They proposed putting in a French Drain but the cost was to great due to the fact that she is on a fixed income and this is not her permanent residents. Mrs. Skwarek stated that she didn’t think that the drains would fix the problem. Mike Ganz proposed that a ditch could be dug, but the homeowner didn’t want that. Homeowner said that she thought the drains aren’t being adequately maintained. Ganz stated that the Township cleans and maintains the drains, but it is also up to the residents to maintain the drains also. Chairman Ganz stated that even if they dumped 100 thousand dollars into the road but the water would still run downhill. A resident at the meeting also suggested that there may be grants out there to help. Chairman Ganz asked board members if they thought ditches should be mowed one more time. Potholes will be filled one more time before the frost. Chairman Ganz got an estimate from MJS for 3,900 to fix. A motion was made to accept the bid supervise Demeules second motion was carried unanimously.

Fire Department: Captain Koren gave the monthly call report for the time period of 08/09/21 – 9/13/21 for Palmer Township. There was a total of 28 calls for the Clear Lake Fire Department. 13 of those calls were for Palmer Township, 12 being medical, 1 fire, and no auto accidents. Chairman Ganz thanked the Fire Department for the participation on Palmer Day.

P.E.C: Nothing to report

Park Report: Chairman Ganz stated that the water would be shut off and the dumpster taken out the first of October. The bathrooms would also be locked. Ganz stated that the upgrade of the bathrooms at the park should be considered if the Township ARPA money. The septic at the park needs to be looked at. The septic was pumped and was full which may mean that the drain field is not adequately working. Rave reviews came in from the public on Palmer Day and its well-maintained park. Chairman Ganz Recognized Mitch Hoefer for how clean and pristine the park is.

Lake Association: Steve Demeules reported that there isn’t much to report. They recently had their elections and Brad is still the President. Elk was recently spread and it will be a long process. High water ordinance was brought up and the township may wash their hands of it. The county stated that the ordinance my not be enforceable the way that it’s written. The reading has been done the same way for the last 10yrs, but the county said that may no longer be sufficient.

Legal Comments: Talked to David mostly about highwater ordinance

Approval of Minutes: Chairman Ganz made a motion to approve the August minutes as written. Resident stated that one correction was needed. Under Sheriff’s Report 23 and 3 should be 20 and 3. Corrections will be made. Supervisor Demeules made motion for the approval of minutes and Larson second and the motion carried.

OLD BUSINESS:

NEW BUSINESS:

1. John Walker was at the meeting last month. The county came back and said he needed another variance for the homestead side of the property. Supervisor Demeules said he would send comment and ask for clarification on requirements, but the Township board has no problems.

2. Chairman Ganz made a motion to have caulking done at the Fire Station and Candy shake. Demeules second motion and was carried.

3. Chairman Ganz mentioned having one garbage hauler for the Township at the annual meeting.

4. Steve brought up that this Thursday 9/16/2021 the board of adjustments will be meeting about set back variance. Demeules will be attending meeting to address his concerns.

COMMENTS/QUESTIONS:

Supervisor Demeules made a motion to approve claims #21195 - #21211 plus payroll, Connexus, Nelsons, and Jeff Roads for a total of $38,080.75 Supervisor Larson seconded it and the motion carried.

Chairman Ganz made a motion to adjourn. Supervisor Demeules seconded and motion was carried. Meeting adjourned at 8:38 p.m.
