The regular meeting of the Palmer Township Board was called to order at 7:00 p.m. at the Palmer Township Hall, with Supervisors Ganz, Demeules and Larson present. Also present were Roger Johnson, Treasurer, David Meyers, Township Attorney and Kelly McCann, Township Clerk. The meeting was opened with the Pledge of Allegiance.
Treasurer’s Report: Treasurer Johnson read the balances from the Treasurer's report. Supervisor Demeules made a motion to approve the Treasurer’s Report. Supervisor Larson seconded the motion. Motion carried unanimously.
Sheriff’s Report: Captain Stangler reported that the computer issues are getting closer to being fixed but the statistics for this month may still be somewhat inaccurate. He reported that there were 60 calls for service in 2019 as compared to 83 in 2018 and 90 in 2017. There were 13 traffic stops and 7 offenses charged by citation. There was no burglary, theft or crashes with injury/property damage reported. There were two warnings given for ATV/Boats. No shooting, DUI or parking violations. There was one car vandalized and 10 calls with suspicious activity - mostly door to door sales. Captain Stangler reported that two DUI's were issued on Palmer Day but no other issues during the event. Chairman Ganz thanked Captain Stangler for the Sheriff's support during the entire Palmer Day. He also reported that he had a complaint of a stray dog showing his teeth roaming in Palmer. He advised the resident to contact the Sheriff's department if she feels she is in danger.
Road Maintenance/Signs: Chairman Ganz asked if John Herbst had a side arm mower to mow the ditches in the area of the Evergreen Tree Farm and along the north side of 42nd Street. He stated that he did and would look into getting it done this fall. Supervisor Demeules reported that he met with Paul Otto regarding 54th Street and Cedar Point road improvements. The Township accepted a bid from Todd Schendzelios for the 54th Street improvements. He will work with Connexus Energy to get the highline poles moved and complete the dirt work prior to winter. The tar will be laid first thing in the spring after the dirt work has a chance to settle. The bid for 108th Ave in Cedar Point was granted to Mid-Minnesota Hot Mix. They will reclaim and replace the existing tar. The estimated completion date is October 20, 2019. Stuart McDowell addressed the board regarding the portion of 108th Ave that is in front of his property at 5569. He is requesting that the road be moved 2 feet to the east for plowing purposes and also so he does not lose driveway footage to park his vehicles. Chairman Ganz agreed assess the situation and talk with the contractor tomorrow to see if a road shift would be appropriate.
Chairman Ganz stated that the roads are in need of striping again. We will get quotes on 29 miles of road both with the fog lines and without. Supervisor Demeules made a motion to authorize Chairman Ganz to sign a contract if quotes come in under $5000.00. Chairman Ganz seconded and the motion carried.
Fire Department: Craig Miller gave the fire report for the month of August. He stated there were a total of 12 calls for the Clear Lake Fire Department. The calls for Palmer Township included 2 medical and one powerline. He reported that a new fill station was installed in both station one and two along with a new compressor. There were no further questions.

Park Report: Mitch Hoefer reported that he received quotes from Safeguard Security Systems for three styles of camera systems. One at $1000.00, one at $1,200.00 and one at $1,500.00. Brian from Safeguard will be coming out to look at the park and determine the best system for our needs. Mitch reported that the water system blowout is scheduled for October 2nd and the dumpster at the park will be cancelled after this week. Alan Peterson of the Clear Lake Lions will be looking into quotes for the new Lions Building at the park.
Lake Association: Nothing to report

Approval of Minutes: Supervisor Demeules made a motion to approve the August minutes as written. Supervisor Larson seconded and motion carried.
OLD BUSINESS: - Nothing to report
1. David Adlin - Variance request - Shoreland Setback - 10690 55TH St - Mr. Adlin was not present at the meeting - he called to inform us his plane was delayed and would not make it in time for the meeting. The board decided to move this request on to the County with the following recommendations. 1 - The applicant should have a full storm water management plan thru the county soil and water before any work is started, 2 - removal of impervious area behind garage, 3 - runoff prevention during construction to protect hill and lake side. Supervisor Demeules will forward the recommendations to the county.
2. Request for preliminary and final simple plat for Jenson Oaks - PID#40-035-2301.
There was no representation by the land owners at the meeting. Supervisor Demueles will contact the county to let them know the township will not forward any recommendations without representation from Mr. Jensen.
3. Accept Dedication of 99th Ave from Rengel : David Meyers reported that Peter and LeRae Rengel are realigning their lot table and have dedicated a portion of 99th Ave to Palmer Township. Chairman Ganz made a motion to accept the dedication, Supervisor Larson seconded it and the motion carried.
Supervisor Demeules made a motion to approve claims #19213 through 19233, plus payroll and Connexus for a total of $28,848.82. Supervisor Larson seconded the motion and the motion carried.
Chairman Ganz made a motion to adjourn. Supervisor Larson seconded and motion was carried. Meeting adjourned at 8:17 pm.
